Why is CMS Rejecting MA Applications?

To Our Valued Brokers,

We have been informed that CMS is rejecting a high number of Medicare Advantage applications this year due to the HICN# or the new MBI# NOT being included on the application.

To list only the social security number on any Medicare Advantage application is guaranteeing a rejected application from CMS.

If you are switching an existing Medicare client, the application will need to have either the HICN# or the new MBI#.

If your client is new to Medicare, the application will have to have the new MBI# listed.

Please take the time to check the various carrier enrollment portals to make sure the applications you are submitting are being accepted and processed by the carriers.

Protecting You From Fraud: Recent Social Security Change

Social Security (SS) now requires you to open a “My Social Security” account to file an online application. Previously, you could file an application online with a special application number so you could start an application online, save it, and return later to complete it. Now you must get to the online application through your “My Social Security” account. The process is similar to credit card and bank procedures. You will log into your account with a user ID and password and then SS will send a special code to your cell or email. You need this code before completing the online application. The SS website also recognizes IP addresses, so you must start and finish the application from the same IP address. If logged on from a different IP address, you will be locked out and must restart the application.

This new process is beneficial to you! ID theft has led to more fraudulent Social Security retirement claims filed online in recent years.

So open your “My Social Security” account at www.ssa.gov and keep it up to date every six months.

The Internal Revenue Service and Social Security Administration announced cost of living adjustments  affecting dollar limitations for pension plans and other retirement-related items for tax year 2019.

The important limits are provided below:                                                 

401(k), 403(b) & 457(b) deferrals                $19,000

Catch-up 401(k), 403(b) & 457(b)               $6,000

415(c) Limit                                                      $56,000

Annual Compensation Limit                         $280,000

HCE Compensation Limit                              $125,000

MeridianCare’s New Online Enrollment Application

Attention MeridianCare Agents:

MeridianCare is excited to announce for the 2019 sales season the launch of their brand new Online Enrollment Application(OEA). This is the required method of submission for all Cornerstone appointed brokers. They have made some major improvements to the OEA that will make it a lot easier to complete an application for a beneficiary. For example, Meridian added the Scope of Appointment and the Statement of Understanding to the OEA. See link below for a user guide that will take you step-by-step through the online application.

There are a few things to keep in mind:

  1. If an application does not have an email address that field is not require. Also, please do not enter your email address in this field since it is stored to the members account.
  2. If you would like a copy of the application for your records, you can print a copy by clicking the link on the confirmation page at the end. For further instructions refer to the user guide below.
  3. If you have never used the OEA before remember to select “I am an agent” so the system can assign you as the agent of record.

CVS-Aetna Merger Cleared by Department of Justice

Verified on October 10, 2018, the Department of Justice has allowed CVS Health’s acquisition of Aetna to proceed. The $68 billion deal is still subject to state regulatory approvals, many of which have been granted.The acquisition is expected to close in the fourth quarter of this year. The intention of the merger is to improve the consumer health care experience at a lower cost for patients and payors.

The news comes just one month after Aetna agreed to sell its Medicare prescription drug business to WellCare Health Plans, Inc. to alleviate concerns that the merger would harm competition among plans with pharmaceutical coverage for seniors.

Top Reasons an Application Will Pend:

  • INVALID MEDICARE CLAIM #
    • It’s always best that you request to see a copy of the beneficiaries Medicare card to ensure the claim number you are putting on the application is correct.
  • INVALID ELECTION PERIOD
    • While most elections will be marked AEP this time of year, it’s still important to make sure you are using the correct election period for age-ins or other special circumstances.
  • MISSING SIGNATURES / INVALID SIGNATURE DATES
    • Always make sure you and the applicant sign and date the application. Remember, you should not sign and date the application until it is in your possession.
    • Double check that all signatures are complete and the dates are correct (we see a date of birth or effective date listed as a signature date frequently).

 

Other Helpful Tips:

    • 48 HOUR VIOLATION
      • Please remember, CMS states that you have 48 hours from the time YOU sign the application to get it submitted to the carrier. Some carriers now require receipt in 24 hours!  Electronic submission is safest.
    • CARRIERS THAT REQUIRE ONLINE ENTRY
      • Don’t forget that you have to enter Gateway, Meridian, Mutual of Omaha Med Advantage and SilverScript enrollments online through their agent portals to receive commissions!
    • INVALID WRITING NUMBERS
      • This is very important as this is how you are paid! In cases when the incorrect writing number is listed on the application the carrier will drop the policy as a house account until a correction is processed.

UnitedHealthcare 2019 Non-Resident Appointment Fee Changes

If you have an existing non-resident license in one of the following states, you will see an appointment fee on your August, September, or October statement for a new entity:

  • Iowa
  • Kentucky
  • Minnesota
  • Nebraska
  • Ohio
  • Oklahoma
  • Texas

If you have new non-resident appointments, you will be charged the new state fee moving forward.

If you have a non-resident license(s) in those states already appointed (in Iowa, Kentucky, Minnesota, Nebraska, Ohio, Oklahoma, and Texas) you will be charged the new per-state fee moving forward.

As a reminder, appointments are done by state/plan profile. An agent must carry all of the appointments available for that state to be eligible to sell. Please confirm your state appointment profile on Jarvis prior to selling.
